I'm sitting in my apartment when this really high pitched pulsating squeal reverberates inside my brain... I get up and go around my apartment turning off every appliance I see. Things go quiet. Problem solved, right?

What in God's name is THAT? I look outside, and see nothing out of the ordinary.
Been going on for 2 weeks, and I still can't figure out what it is for the life of me. It ain't sirens, it's more of a pure tone than that. Construction? Don't think so, too high pitched. I might have to drag a friend over here to tell me what I'm hearing.
